You’re right, the bible doesn’t have those exact words but it does say something along those lines. Multiple times in the bible God calls us to forgive one another.
“For if you forgive others their trespasses, your heavenly Father will also forgive you” -Matthew 6:14
“Be kind to one another, tenderhearted, forgiving one another, as God in Christ forgave you.” - Ephesians 4:32

God forgives& forgets: “I will be merciful toward their iniquities, and I will remember their sins no more.” - Hebrews 8:12
Now if you forgave someone but still bring up there past mistakes to them (the ones you forgave them for) then I personally believe that isn’t truly forgiving. Therefore we must “forgive & forget” in order to truly forgive.
